Tropical Storm Nicholas: Rainmaker soaks southern Texas, inches toward waterlogged Louisiana

Hurricane Nicholas made landfall along the Texas coast early Tuesday and was downgraded to a tropical storm a few hours later, according to the National Hurricane Center.
